PUBLIC NOTICE: CONSOLIDATED ANNUAL PERFORMANCE EVALUATION REPORT (CAPER)
The County of Hawaiʻi, through its Office of Housing and Community Development (OHCD), has developed its draft CAPER for the 2024-2025 program year. The purpose of the report is to summarize the County’s progress in carrying out the Strategic and Action Plan components to address the goals and priorities set forth in its Consolidated Plan for the Community Development Block Grant, Emergency Solutions Grant (ESG), HOME Investment Partnerships, and National Housing Trust Fund programs.
Pursuant to Title 24 Code of Federal Regulations Part 91, notice is given that the draft CAPER report will be available for public review and comment from September 4, 2025 to September 19, 2025, Monday through Friday from 7:45 am to 4:30 pm at the following locations:

Written comments may be submitted to the OHCD, 1990 Kinoʻole Street, Suite 102, Hilo, Hawaiʻi 96720-5293, or e-mailed to ohcdcdbg@hawaiicounty.gov no later than 4:30 pm on September 19, 2025. All comments will be considered in preparing the final CAPER.
