The Community Development Division is dedicated to collaborating with developers and housing facility operators to build new and to preserve existing affordable housing facilities on Hawaiʻi Island.

The Division focuses on data coordination, ensuring compliance with programs and policies, and supporting project development and construction management for initiatives that benefit low- to moderate-income residents. It also oversees asset management for County housing projects, including maintenance and repairs. 

The Division comprises three branches:
  • Development Branch: Provides project development and construction management support for County properties.
  • Planning Branch: Handles data coordination and ensures program and policy compliance.
  • Asset Management Branch: Oversees County housing properties with a focus on annual inspections and general repair and maintenance activities, including Kula‘imano Elderly Housing, Na Kahua O Ulu Wini, and the ‘Ōuli ‘Ekahi Housing Project.
