There are numerous grants and funding opportunities available through the Office of Housing and Community Development for different target groups, organizations and purposes.
The County of Hawaiʻi Office of Housing and Community Development has prepared its Draft 2026 Annual Action Plan, which represents Year 2 of the County's five-year Consolidated Plan.
The Action Plan describes how federal funds from the U.S. Department of Housing and Urban Development (HUD) will be used during the program year July 1, 2026 to June 30, 2027. Funding supports activities under the Community Development Block Grant (CDBG) and Emergency Solutions Grant (ESG) programs.
In addition, the County is proposing a substantial amendment to the 2025 Action plan related to ESG funding.
The Draft Action Plan and related documents was available for public review and comment from February 6, 2026 to March 9, 2026. Additional comments can be made at the County of Hawaiʻi Governmental Operations and External Affairs Committee on April 7, 2026 at the Hilo County Council Chambers at 25 Aupuni Street, Room 1401. The meeting time will be posted once available.

The Consolidated Annual Performance and Evaluation Report (CAPER) provides a yearly review of the County of Hawaiʻi’s progress in carrying out programs and activities funded by the U.S. Department of Housing and Urban Development (HUD). The CAPER evaluates how federal funds were used to address affordable housing, community development, and services for low- and moderate-income residents, and it measures progress toward the goals outlined in the County’s Consolidated Plan.

The County of Hawaiʻi has submitted its 2025-2029 Consolidated Plan (CP) and accompanying 2025 Action Plan (AP) to the U.S. Department of Housing and Urban Development (HUD). The purpose of the CP is to ensure that jurisdictions receiving Federal HUD assistance plan for the housing and related needs of low- and moderate-income families in a way that improves the availability and affordability of decent, safe, and sanitary housing in a suitable living environment.
The County's CP describes the needs, priorities, funding plans, and program certification requirements over a five-year period. The CP is required to be submitted to HUD for the County to receive its annual CDBG and ESG allocations, and for the State to receive its annual HOME and HTF allocations. The AP details the steps and projects that will be undertaken in the first year of the five-year CP to achieve its strategic goals.
