Increasing the availability and accessibility of affordable housing remains the Office of Housing and Community Development's top priority. In June 2022, the County Council passed, and Mayor signed Ordinance 22-77, which appropriates at least $5,000,000 per year for the Office of Housing and Community Development (OHCD) to facilitate programs that support affordable housing production.
The Administrative Rules establish the official regulatory framework for administering the AHP Program.

The Request for Proposals (RFP) was open from May 5, 2025, through July 9, 2025, closing at 4:30 PM HST. The OHCD received 11 proposals requesting approximately $28 million in funding.
The OHCD funded a total of six projects in this round, two County-administered projects received funding through the set-aside and four awarded through the RFP process. In total, $11,887,446.51 will be provided, impacting more than 306 housing units through acquisition, development, renovation, and financial programs for cesspool conversion, rehabilitation, or down payment assistance for homeownership.
