Overview

The Coronavirus Aid, Relief and Economic Security Act (CARES Act) (Public Law 116-136), signed into law on March 27, 2020, made available $5 billion in supplemental Community Development Block Grant (CDBG-CV) funding to prevent, prepare for, and respond to the coronavirus.

Eligibility of applicants and eligible uses follows the standard CDBG guidelines but must have a tieback to prevent, prepare for, and respond to the coronavirus.

Each funded project must meet one of the National objectives:

• Principally benefit low- and moderate-income (LMI) persons defined as having an income equal to or less than the Section 8 low-income limit established by HUD. 70% of CDBG funds expended must meet the LMI national objective.
• Aid in the prevention or elimination of Slums or Blight
• Meet a need of “Particular Urgency” referred to as Urgent Need

In Program Year 2020, Hawaii County was awarded three tranches of CDBG-CV funds totaling $3,599,175:
