In April 2021, the U.S. Department of Housing and Urban Development (HUD) announced the allocation of $6,413,733 to the State of Hawaiʻi in the form of HOME Investment Partnerships Program ‐ American Rescue Plan (HOME‐ARP) funds under Fiscal Year (FY) 2021. The City and County of Honolulu is an entitlement jurisdiction and will receive its own allocation. Funds received through the state’s Hawaiʻi Housing Finance and Development Corporation (HHFDC) will be used to serve qualifying populations within the neighbor island counties of Hawaiʻi, Kauai, and Maui.
The total HOME-ARP allocation from HHFDC was $2,079,975.00. The Kuakini Heights Affordable Apartments Project was awarded $1,882,621.00 for the development and construction of a 100-unit rental housing project in Kailua-Kona to provide permanent, long-term affordable housing to qualifying populations. The remaining funds in the amount of $197,354.00 is for the administration and on-going compliance for this project for the duration of the affordability period of 15 years.
HOME-ARP funds must be used to primarily benefit individuals or families from the following qualifying populations:
Recipients and sub-recipients selected to receive HOME-ARP funds for eligible projects will be required, if applicable, to certify, provide documentation and assure that it will comply with the following regulations, policies, guidelines, and requirements with respect to the acceptance and use of federal funds.
