Homelessness and Housing Fund (HHF)
Ensuring everyone on Hawaiʻi Island has access to safe, stable housing is a core priority of the County of Hawaiʻi. The Homelessness and Housing Fund was created to make that vision achievable.
Established in 2022, through Ordinance 22-26, the HHF represents an unprecedented County-led commitment to address homelessness through strategic interventions and collaborative efforts. The HHF is guided by the Strategic Roadmap for Homelessness and Housing — County of Hawaiʻi (PDF), and grounded in the principle that homelessness should be rare, brief, and non-recurring.
HHF-funded programs support both immediate needs — such as food, emergency shelter, financial assistance, street medicine, and mobile hygiene services — and long-term solutions that promote access to stable housing and supportive services, including substance use treatment and mental or behavioral health care.
This balanced multi-sector approach is central to the HHF strategy and essential to comprehensively addressing homelessness on Hawaiʻi Island.
Fiscal Year 2025-26 Awards
The Request for Grant Applications (RFGA) was open July 23, 2025, to August 29, 2025. The Office of Housing and Community Development (OHCD) received 23 applications requesting approximately $18.3 million in funding.
The OHCD funded 12 projects across 8 agencies. In total, $6 million was awarded to the organizations, including one organization participating in the HHF for the first time.

This year’s RFGA introduced a more targeted funding structure to better align investments with identified service gaps — specifically in outreach, long-term housing, and supportive services. The framework was designed to ensure balanced distribution of funds and to encourage proposals that addressed high-need areas across the island.
